You would think this to be a joke, but sadly it is not as much of a joke as we thought.

The rigging of elections is now commonplace, whether through postal voting or simply from the returning officer losing a few thousand votes from candidates that he doesn;t support, and adding some to those he does.

The counts on the tables can be accurate but the final grand total is whatever the returning officer decides. Returning Officers can be very well chosen.
